I've found it's a known IE problem downloading files via SSL. It works fine from Safari and Firefox. I was hoping to find a fix for Tomcat and couldn't get any of them to work. Fortunately, there is a reg hack for IE:
Actually, the registry fix corrected the problem with the production system. You did not need to modify any of the Tomcat config files and then restart Tomcat.
