Garbage characters (Â‚ÃƒÂ‚Ã‚ÂƒÃ) in KB articles

Knowledgebase articles are filling with garbage characters and causing memory errors. This is generally caused by copying and pasting to create an article.

Make the character set for both the client and server match.
